To Extract .cab files on Windows such as this example:

Double click on the file, and inside select the files you want to extract, right click and click Extract.

Depending on your security on Windows you may be warned about extracting files being a security risk, you can accept this click OK to continue:

After this you will be able to choose where to extract the files:

Once a location is found simply click Extract
