NDIS supports virtualized networking interface that allow Hyper-V parent and child partitions to interface the underlying physical networking interface.
There isn’t a need to really install this file as it is included within all modern versions of Windows. Usually it lies in c:\windows\inf\ and how it would got removed from there could be a sign of a large problem such as file corruption.
