This software is 100% free to download on the Epson website, for some reason people have trouble finding it on the website as the software is included with the driver that is distributed by Epson nearly always called "Driver and Utilities Combo Package" or "Scanner Driver and EPSON Scan Utility"

So here are the steps you need to take using the Epson WorkForce DS-30 for example.

Find your scanner here on the Epson Website, goto: https://epson.com/Support/Scanners/sh/s2

Choosing your scanner on the Epson Website
Select the WorkForce Series
Select The Model Number of the Scanner
Select The Model Number of the Scanner
Choose Your Operating System and download the package
Choose Your Operating System and download the package

 

This downloaded package will need to be run as an Administrator it will install the driver and Epson Scansmart Software.
