This file can be extracted using Windows built-in extractor or another tool that you prefer. Once extracted.

The Setup File in the Extracted folder.
The setup installer PL23XX-M_LogoDriver_Setup_v206_20210513.exe
First Install prompt.
The Installer has started, click Next to continue.
Driver install finished.
Driver has been installed, you click Finish and plug-in your cable.
